I do not believe that it is the responsibility of the wealthy to take care of the poor. However, I do believe that the government should help those living in the country they are running who are in need. To do this, I believe that welfare is necessary in the United States. With this being said, I do understand the repercussions that comes along with this program. For example, when people receieve welfare they believe that they do not need to work anymore and are happy just sitting on their butts and collecting free money. It should not be easy to live off of welfare, and those who are eligible should be checked frequently to see if that eligibility still stands.
